To meet temporary labour shortages, Canada allows employers from all types of businesses to recruite employees from other countries.


Employers may hire foreign workers under certain circumstances. You may hire a foreign worker temporarily or you may provide a full-time job offer to a skilled worker in support of their application for permanent residence.

Eligibility
  • you are unable to locate appropriate Canadians or permanent residents to fill your positions
  • bringing foreign workers into Canada must not have a negative impact on the Canadian labour market, and
  • you must meet all other requirements and conditions.
